Over the last year, we have been working to identify an initial project boundary. For the majority of the pipeline route, this is about 300m wide. However, when we build the pipeline, we will only need a corridor about 30-40m wide – the specific location of the pipeline within the initial boundary has not yet been determined. We are now asking for your views on what you think we should consider in the next phase of project development, to help us to understand where exactly the pipeline and all associated infrastructure should be placed.

We understand how important the cement and lime industry is to the region, and also how much the local environment means to the communities living in and around it. Gaining input from a wide range of stakeholders is critically important to us and will help us develop a project that is able to anticipate, understand and address potential local impacts.

What happens next?
Following the consultation, we will consider the feedback we have gained and refine our plans further to determine the best route for a pipeline to be laid within the pipeline route corridor, the best locations for associated infrastructure, and mitigation for any environmental impact.
Once we have analysed your feedback and developed more detailed proposals, we will hold another consultation. This will focus on explaining how your feedback has been considered as part of our design process and seeking your views on the more detailed plans.

Update on Peak Cluster consultation and additional engagement on the Wirral
The first phase of consultation
Feedback from local communities matters to us. This is why our first consultation has deliberately been held early in the development of the project, giving people the opportunity to help shape the plans by sharing information and their views.
Because we’re in a listening and information gathering stage of the development process, the amount of detail we can provide remains quite high‑level, as our proposals for the project design and pipeline route continue to evolve. We may therefore not be able to fully answer all questions raised at this stage. The current phase 1 consultation will close on Friday 27th February 2026 as already communicated, to allow us to consolidate responses already received into the project development process. However, this is by no means the only opportunity to share information and feedback with us.
Over the coming months, we’ll use the feedback we have listened to during this consultation, alongside further engineering and environmental studies, to continue shaping the project. Later in the year, we’ll share the next iteration of our designs during a more detailed, phase 2 consultation.
Plans for engagement in the Wirral
We understand that the Hoylake community drop-in session was very busy, and as a result not everyone who came along was able to speak directly with the project team. The turnout clearly shows how strongly people feel about what’s being proposed.
We want to gain as much information as possible from communities on the Wirral as this will play a crucial part in the development of our proposals. In response to the feedback we’ve received about the above ground installation (AGI) at the end of the Wirral, we’ll be undertaking additional engagement soon. As part of this, we’ll share the current information we have about the AGI, and answers to the common questions that have been raised. Our plans to do this include:
- A meeting with local councillors, which we’ll also use to continue to understand the concerns of the community.
- A meeting for members of the public, with multiple presentations and opportunities to ask questions throughout the day.
- Further explanation of our proposals for the above ground infrastructure (AGI) at the end of the Wirral.
This activity will take place for a minimum of 4 weeks, starting in late March and we’ll provide a clear way for people to share their feedback through Peak Cluster’s consultation hub (www.peakcluster-consultation.co.uk). We’ll share further information on this in due course. All additional feedback will be considered alongside that which we have received as part of our phase 1 consultation, and will be used to inform the design of the project.
